The Economic Development Committee of the Vickery Meadow Improvement District was created to encourage and assist economic development in the Vickery Meadow Community. It works with brokerage and real estate firms to bring quality ownership groups to the neighborhood. It monitors for-sale properties to quality owners.
Two Tax Increment Finance (TIF) Districts have been created buy the City of Dallas for the Vickery Meadow area. The Vickery Meadow (TIF) District and the Skillman Corridor (TIF) Districts were both created to encourage future redevelopment in Vickery Meadow. Timber Creek Development Trammell Crow Company continues to go vertical on the Timber Creek Crossing retail development at the corner of NW Highway and Skillman. Ground was broken at the beginning of 2010 on the 320,000 SF Walmart & Sam's Club building along with a 3-story parking garage. Opening for these stores is expected in September of 2011. JC Penney began construction on their new 104,000 sq ft store. The grand opening is estimated for October 2011. Numerous pad sites will be constructed with Bank of America and a soon to be announced fast food restaurant on board. Other leases for retail and restaurant tenants are currently being negotiated according to a representative of Trammell Crow Company. Timber Creek Crossing is located at the former site of the Timber Creek Apartments which for razed for redevelopment back in 2008. Park Lane Place Development Park Lane is a 33.5-acre mixed-use development located in Dallas that sits across from NorthPark Center, one of the nation’s most prominent shopping malls. At completion, Park Lane will be a 2.4 million square foot mixed-use development with more than 700,000 square feet of retail, restaurant and entertainment space, anchored by Dallas' flagship Whole Foods. The urban village components include shopping, dining and entertainment venues, Class-A office space, a four-star boutique hotel, an upscale fitness and spa facility, as well as luxury residential units. In the equivalent of five city blocks, this $750 million project will offer a unique urban experience and an unbeatable variety of options to the consumer.
The shell structure for the project is completely finished except for some interior construction of tenants. The Shops at Park Lane opened its first store Nordstrom Rack on March 19, 2009. The opening was followed up by Dick’s Sporting Goods on March, Lane Bryant/Cacique, and Children’s Place. Park Lane also celebrated the opening of the Dallas' new landmark Whole Foods Market on March 5, 2010. The 64,000-square-foot store features a wine bar. Indoor and outdoor seating that has free Wi-Fi, and options for in-store eating. Similar to its landmark Austin store, there's an escalator for grocery carts heading to the underground parking garage. The multi-family units are about 60% leased. Midtown Park Midtown Park is a planned 83-acre mixed-use, transit-oriented community. The master plan for the development includes high-rise condominiums, mid-rise apartments, luxury town homes, senior living, hospitality, medical office buildings and neighborhood retail, in addition to four acres of parks.
Situated in the Northwest quadrant of the Vickery Meadow Public Improvement District, Midtown Park is located in close proximity to a number of employers, including Presbyterian Hospital, Texas Instruments and Northpark Mall. Additionally, a DART (Dallas Area Rapid Transit) line runs through the site and plans are in the works for a shuttle to run through the community.
The zoning process for the site has been completed: an infill location that once consisted of 2,376 garden-style apartments, and is currently working on its infrastructure. Vickery Meadow Branch Library About $5.6 million was allocated for land acquisition and demolition for a Vickery Meadow Branch Library under the 2006 bond election. The City of Dallas purchased the Acacia Apartments in November of 2009. The relocation process for the tenants was completed in February 2010 and demolition in June of 2010. Funds to build the library are expected to be a part of the 2012 Bond Package. Vickery Meadow Improvement District's Vision Plan The Real Estate Council awarded the District with a 2007 TREC Community Grant in the amount of $50,000 to fund a “Planned Urban Design for Vickery Meadow”. AIA contractor, James, Harwick + Partners completed the plan and presented the study the Vickery Meadow Management Corp's Board of Trustee in January of 2010. The Board of Trustees formally voted to adopt the plan as its" Vision Plan" for the District and will serve as a guide for future redevelopment. To view the Vickery Meadow Vision Plan, click here. In 2009, the Real Estate Council Foundation and private donations provided financial support to engage McCormack Baron Salazar to develop action plans for economic development in three City Council designated areas: Lancaster Corridor, South Dallas/Fair Park, and Five Points/Vickery Meadow. HUD Challenge Grant
In October of 2010, the U.S. Department of Housing and Urban Development (HUD) and the U.S. Department of Transportation announced that Dallas was awarded $2,225,000, a HUD Community Challenge Grant. The grant’s purpose is to spur sustainable and livable communities by connecting housing, employment and economic development with transportation and other infrastructure improvements. On August 24, 2011, the City of Dallas requested written proposals from consultant firms to either conduct either a comprehensive study including the five planning areas along the DART lines or separate studies based on the individual project scopes. Under the 2006 Bond election, funds were allocated for land purchase and construction of a new facility to replace the current Dallas Fire Rescue #37 station located at the corner of Greenville and Blackwell. The city recently purchased a 1.48 acre tract located north of the current site, 6790 and 6810 Greenville. The design contract should be awarded by the end of February 2011 and the station should be completed by 1st quarter 2013. 2010 Needs Inventory

Veloway Phase IV Trail The Dallas County Public Works, in partnership with the City of Dallas and Parks & Recreation, are developing the master plan for the Veloway Phase IV from Northwest Highway to North of Royal Lane. This trail will take place on the DART abandoned railroad line with Dallas County’s leadership. The County will host an informative meeting for key stakeholders that can assist in keeping their neighbors informed about the project. Public Meetings are currently being scheduled for May of 2011.
